Since it says stuff about the heat sink next to the cpu, do we need a heat sink on the cpu? (I'm not very educated on computers.)

Yes, you will need a heatsink on any CPU that you ever install. A lot of them already come with a stock heatsink and some don't. The ones that don't tend to be higher-end, this is because on high-end CPUs an aftermarket, more potent heatsink is needed. A lot of people also water cool high-efficiency CPUs. (Tend to be quieter as well) My recommendation would be to see what kind of build you want to do and go from there. But 100% sure you will need a heatsink on top of your CPU to cool it down, so start by looking at what CPU is compatible with this motherboard and if it comes with a heatsink; If it doesn't, search for a heatsink that is compatible with this motherboard and your build.
