What is the tape supposed to be used for/do??

Use the tape to attach the photo to the white mat. The fit is tighter. Then install compartment backboard and clamp again. Please see the video demo.

How much American paper money can this hold?

You can put 100-120pcs American paper money in fireproof bag, and you can put 450-500 pcs American paper money in hidden compartment without fireproof bag.

Do you have to wear gloves when handling?

No you do not. Just make sure NOT to over stuff the money bag. It will make the back of the frame hard to close or might break the frame.
