Will this support a 5" X 7" 17 point thickness paper? And Are these okay to spray paint?

Yes, it should support that size. And if you use spray paint for metal, then it should work. Maybe put something between the prongs so they don't stick together from the paint. They are a really great product.

I know it says 12 pieces, but just to make sure, do you get 12 of these or is it 1 stand in 12 pieces?

Its 12 individual stands. There is nothing to assemble. Pretty good quality. The ones I have are still in good condition!

Is it food safe if I wanted to use it for flavor sign holders?

I would think so if your sign is paper or card board.
