What is the purpose of the fabric being waterproof when there is a mesh top, which is obviously not?

The only thing I can think of is the shoe bag does not have the mesh covering

I do not believe so since there is No logo on any of the hardware. However each zipper works smooth and well.

Can this fit a heavy puffy winter coat?

Absolutely! In the large size I packed a large Colombia coat, a heavy wool sweater, and two base layer shirts. It takes some fanagling to get them compressed if they're really full, but really saves space in your luggage and helps stay organized for a long trip.
