I buy it for my guinea pigs but I’m not sure about hamsters. I’d imagine it would be ok. Perhaps the manufacturer could help you.

There is a date on it, but as it is a dried product it lasts for a long time.

is this safe for rats?

It is safe for rats however in my opinion I do not think they would be that interested in the contents. it is aimed more at herbivores. By all means try a bag but it may go to waste.
