What size SSP hard start kit?

Only use a hard start kit if it's old and staring. They come in a range of sizes.

will this work for replacing 97F9899 Genteq Capacitor?

The capacitor is a 45/5. The 45 for the hermetic and 5 for the fan. The voltage should be in range. The number should be on your old capacitor. The data I have states that it will work.

My old capacitor has a 5% tolerance rating. Can I replace it with this one which is rated at 6%?

The tolerance rating is not as important as the voltage rating. Your 220VAC system can be as high as 230VAC. The tolerance is referring to the amount of farads, which will make your motor run faster or slower.
