No, standard liquid. But same company does use gell in their soft ice packs.

Are they effective in cool bags of 18l capacity?

I found if you use them all in one cooler box they can be effective.

How long do they stay cold for?

I don’t know exactly, but I put 2 in my insulated lunch bag and 6 hours later, although they’ve defrosted, my salad is still chilled enough to notice

Great for school lunch boxes

Love these for my child's lunch box. They are a great size that fit easily into a smaller lunch box. They seem very sturdy with think plastic so I anticipate them lasting for a long time. Also I realize that they will probably be thrown away before they break so having a 4 pack is a good idea.
