they're clips. 6mm to be exact.
mine are used to hold cat6 network cable. they hold it well. nails didn't bend like some dirt cheap versions (looking at you wilkos). plastic is decent quality too.

They work
Brought these to clip some cables onto skirting boards and wood trims (one a mains cable, one a network cable and third an adsl cable. Since used for a few other cables and all I can say is that they work as expected.
