Does the tote have a strap on the back to fit over a handle?

Yes, the under the seat bag has a strap that will fit over a suitcase handle

Do these have locks? It doesn't look like the zippers even afford space to add your own security approved locks.

There are no locks. The handles could be more sturdy also when fully extended. When I place my "under the seat" piece on top of the carryon, since it provides that option, it's hard to keep them balanced. Keeps tipping over so I have to use both hands to help stabilize while moving and when stationary I have to balance them up against something. Maybe if the wheels were more stable /bigger, this wouldn't be a problem. I'm all around disappointed in this set unfortunately. My expectations were too high.

Does this include the standard London Fog 10 year warranty?

Yes - I took one of the pieces on a trip first six months and it tore - fully replaced by LF

One review in Mar 2022 said this bag was made of a very cheap material, is this true?

No it is not made of cheap material. By the way, suitcases these days are not meant to last. I personally love this one.
