Does it bond to Metal Bike frame after it has paint? I only put primer then paint.

Product description says it's for interior use. However, I don't see why it can't be used on a bicycle or other outdoor usage if protected with a good quality clear coat, such as SprayMax 2k, or even SM 1k.

Will this work on dresses?

I think it would depend on the fabric. It might be too heavy.

Will this adhere to laminate (formica) countertop? Or do I need to use some kind of base coat first?

I used it to seal the grill inserts on my Jeep. It worked ok. I wouldnt used it on a countertop though. I would use a heavy duty polyethylene. This just seems too thin for the kind of wear & tear that a countertop would take....
