According to Four Leaf Rover these bags are the very best you can get for Animal Poop (Doggie Poop in this case).

They are certified  ASTM DG4600 .

You can compost beside a wooded tree or on the corner tree in your backyard or throw your Poop in the toilet.

Throwing and Flushing poop in your toilet is the most biodegradable way to dispose of Dog /Cat Poop. It is like Human Poop according to the article and most people throw their dog poop in their trash bin that goes to a landfill anyway. Do these have EPI in them?

No, they do not contain EPI. Our bags are polyethylene free and are Certified Home Compostable - 38% vegetable-based, made in part of corn starch, our bags break down in your properly managed home compost! In some ways, EPI is worse for our planet than regular plastic. EPI decomposes into micro-plastic over time, but never truly biodegrades. In this micro state, it's harder to filter out from our soil and water.

Are these 100% plant? Or are they plant based material mixed with plastic or other non-plant materials?

The box says: BPI Compostable in industrial facilities, but you should check to be sure. It also says: Not suitable for backyard composting.
Safe for environment / made from corn starch / certified compostable / recycled cardboard core that holds the bags, like a toilet paper roll has a cardboard core / breaks down in 90 days / extra thick and leak proof / 
If I had to guess, I'd say that there are other non-plant materials used but they do not disclose a full list of ingredients.
