Q: what is the shelf life?

Years! I've had some that I bought when I lived in Alabama. I moved to VA 3 years ago. As long as it's stored in a cool place and with the top secured, you should be fine.

Q: Would this be good to glue photos to glass like a cabachon and bezel?

I am not sure, but this stuff is very versatile. I have used it on glass, but not with photos on glass.
