Q: Would it be possible to make cutouts with a cookie cutter, paint a design with gel food color, and set on top of a cupcake?

Yes you can use a cutter but it would be better to use edible markers or dust instead of paint. Paint may melt the paper if it's too wet

Q: Can it be folded to make origami?

I dont think so. Its basically to print images and put them on your cakes. If you want to do origami-like figures I recommend using gum paste.
