Does the packaging have any "stickers" on it? Ive read the seller will put a sticker on it covering up the instructions or name.

I don't know about a sticker but the wrap itself is printed with guides to how much to stretch it and so on. There is a pattern of a grid printed on. For tourniquet use you stretch until the pattern becomes squares, for pressure wrap it is somewhat. SWAT-T is Stretch, Wrap, and Tuck, so application is simple. If you are trying to out it on your own arm, hold the loose ends in your mouth for the first couple of turns.

Does this version of the swat have the hooks?

None of the SWAT-T's have hooks that I know of...

Will this lose its ability to properly stretch in cold temperatures? Or to ask another way what is the temperature range this is meant to work in?

The SWAT-T will work in temperatures as low as -65 degrees F so the cold should not be an issue.
