Anyone know the inner diameter of the pipe running through the middle is? I’m looking to keep restriction down

Can this remain mounted on the house in winter where the temperature falls below zero?

I have mine mounted on my brick wall for about 3 years and it is still working fine. But then I am in the US South, not much sub-zero temperatures here. There is nothing that will freeze on the thing. I suppose if you get to Antarctic temperatures the plastic parts may crack.... SOL.
