Should i use Prague #1 or #2 if i plan on smoking or cooking meat after curing?

It depends on the sausage flavor profile you are trying to achieve. Most recipes use number 1 but some of your higher fat preparations use number 2 because of the higher nitrate levels. In general I would use number one for most meats that I plan on smoking or cooking. Use number 2 on dry aged or high fat products.

I bought mine in October 2020 and it has a best before date of 2030 Ten years
