would they fitb99 surburban 1500

if they have your tire size im sure you'll like them they are great on my 88' GMC pickup

Does this product perform well?

The tires are excellent, super thick tread look sharp. I've gotten compliments on them many times.

Does this hold well on extremely wet roads?

yes, if you are talking about driving in heavy rains.

Will these tires fit and work on a 15"x8" pontiac rally ii rim?

It would be really big, I'd go with 275 50 and your rim size isn't 15 is it?
