Can the ladder be shortened? I'm looking for a solution for a 24" length opening...

I believe you will need to enlarge the opening because the steps do not collapse to less than 24".

does this need a separate frame in order to install this?

No it does not, the ladder comes with it's own frame. that can be folded. You will need to have sufficient structural (ex. double 2x wood) support to bolt the ladder to.
