what is the highest temperature. is thye heat adjustable?

There is only an off/on button. The heat is not adjustable. I'm not sure what the highest temp is at. However, it cooks great regardless.

Can the grill grate be raised or lowered safely while cooking?

The grill sits slightly above the heating elements. Flipping the grill increases or decreases proximity to heating elements. When the elements are hot it is not advisable to touch the grill with your bare hands. If for any reason one needs to lift the grill while elements are hot use a BBQ fork, and I guess in so doing with the aid of oven mitts or gloves you can turn the grill over. Its quite simple. Hope this answer helps.
