Yep...I bought this to walk the dog in AM when it rains, so far so good, I actually went back and ordered another one.

What is the actual sleeve length? One place says 22" and one says 28"

I cant answer that bc it is at my other house. It’s long I can tell you that. I’m 5’4. 130 lbs.
