Really a smartphone is ideal as you'll need internet access to buy data packages (ideally, ahead of your travel). No computer is needed.

Anywhere you can get regular cellular phone service, it should work. 20 miles might be too far as cell towers usually peak at about 17 miles.

It did work, but I found that adding an international data plan to my phone worked much better. There were times, however that it was a better hotspot for my tablet than my phone was.
