Q: what is the third wire terminal for?

Hot (black), neutral (white) and ground (green). That is, they're not using the standard terminology for a "2-wire" romex cable, in which the presence of the ground is implicit. So, easy to install, but it "wants" to be grounded. You can google "Eaton TR7735LA manual" to see the instructions for installation. This is a very, very nice unit; very glad I bought it.

Q: How bright is the lowest light setting?

Not very bright. It is dim enough that you do not need to worry about it being overly bright. The dimmest setting is not sufficient enough, in my opinion, to provide adequate lighting. It is just bright enough to allow you to know where the light is coming from. I keep it at medium so I have enough lighting to avoid small objects left on the floor.
