If i user it with plex pass will it get an epg in plex and record in plex without having to pay for a homerun subscription?

Yes - if you have an active Plex Pass subscription, you will get up to 8 days worth of EPG data with your subscription without paying anything to HDHomeRun. In fact once integrated into Plex, you won't need to use any apps other than Plex. It's worth adding that the metadata provided by Plex (via Gracenote) is superb, with box art and synopsis data for pretty much every broadcast item. There isn't quite 100% channel coverage for Freeview but it's close (the missing channels are rubbish anyway! :D )

This also shows up as a DLNA device on my Samsung TV, the interface there is a bit poor, bit it plays fine.

I have the HD Homerun Connect Quatro and it works perfectly in the UK.  The Amazon listing for this device states: 4 tuners which work with Free-to-air broadcast HDTV (DVB-T and DVB-T2) across the UK from your digital TV aerial.  The Amazon listing for the Duo that you reference also states it works in the UK.  I have had mine for over a year and it works perfectly.  I use it with Plex, the HDhome run app and the Channels App.
