Can this be controlled from a switch to varying angles? Or is it just 'on' or 'off'?

No because the spring will revert it back to open position as soon as you shut off power to the motor. In order to do what you want you will need to get a motorized unit powered to to open n close unit without a spring return option.

Can i hardwire this to a timer to close and open at set times?

I would imagine that it would work only if the timer can pass the required voltage to turn the motors (24V).
