Q: What is the function of suspension relay?

It gives power to the valves and compressor. If the pump works and the valves operate this is not your fault.

Q: Will this fix the loss of fan speed control (all or nothing) on a 2008 lr3? if so, where does it go? thank you.

This relay used to regulate air suspension compressor for the vehicles with an air suspension system, and should be replaced at the same time with a compressor unit.
