The EU banned titanium dioxide (against the wishes of the US) as a food additive because the EU isn't comfortable calling it safe to eat. It should be noted that the EU is an outlier in its ban, and other countries continue to allow it as a food additive. You can search pubmed for gut and titanium dioxide to decide for yourself (or "inrae" titanium dioxide for a layperson explanation). Note that food grade titanium dioxide is not considered a nanoparticle even though it has been shown to have nanoparticle content. In the US, it's in everything from candy to medicine, so some might feel that the small amount in a supplement is fine.
