I have very dry skin. will this dry out my skin more? Is it moisturizing?

I wouldn't say it will dry out your skin but you do want to moisturize after, it is not a moisturizing mask.

Do I dry my skin after cleansing before applying, or apply to damp skin?

From what I understand you are supposed to apply to slightly damp skin.

This always leaves a white film on my face when I try to wash it off, like greasepaint/clown makeup. Has anyone else experienced that?

I, personally have never experienced that white film. In fact, I'm always so pleased at how quickly and how well the mask rinses off. Maybe if you tried using a washcloth and warm water followed by a cold water rinse it might help. Good luck. It's a wonderful mask.

Is it non-comedogenic?

It's the opposite of pore clogging. Enzymes actually eat the debris in the pores.
