Yes, but it is water soluble and might eventually soak and sink. If left undisturbed I think it will float a long time.

Q: Would it work as a cocktail topper?

Yes this wafer paper will work as a cocktail topper. Wafer paper won't dissolve completely in small amounts of water, but it will eventually lose its shape and form a starchy mass.
