Yes it is adjustable. It cuts 10/4 to 12/2.

It cuts the armor, not the wires.

Q: Will this strip outdoor wire where the jacket goes around all 3 wires?

No. Wire stripper is designed to be used with NM-B, 12-2 and 14-2 cable, with paper surrounding the bare ground wire. It will not strip UF-B cable.

Q: will it strip 12 two with ground

Yes, one side is for 12-2 w/g and the other is for 14-2 w/g
