Can this product be used in place of the "1382 milligram per liter (ppm)" calibration packages ?

This is for calibrating EC not ppm. There is a different solution for ppm.

How long is it useable after opening?

I believe as long as the cap is kept on it after use it should be good for many months. We have some at work that is a couple of years old and it still does the job. Just don’t want any evaporation as that would increase the EC of the solution.
