Yes, there are printed instructions included inside the box.

Will this accept dremell bits?

No it's not made for interchangeable bits or accessories. The grinding wheel is under a guard that has cutouts so the claw that's being ground can rest on it, and the guard is secured with 4 tiny screws. The wheel is about right for claws, the tool isn't good for anything else. My Dremel tool with a sanding wheel has worked fine for all my past dogs, but it terrifies this little dog. The Lucky Tail is quieter, she was curious about it, not afraid, and after a few brief grinds, now she sits and lets me grind her claws.

How does the grinding wheel stay in?

Remove the black plastic guard to expose the grinding head. You can pull the existing one out and replace it with whatever grinding head you prefer.... easy peasy :-)
