Yes, the ankles have an elastic band sewn into them.

Will these fit someone thats 5'3 and weighs 235?

They might be a bit baggy in the legs due to your height, but they have elastic at the bottom which will keep them on your ankle. They should fit your waist fine. I'm 5'11, 235 and when I tie the drawstring, they stay on well.

Will these fit a 24 inch waist and 5'2'' height person?

Personally, I think they would be HUGE on you. I wear a size 12 and they are baggy on me.

what is the best way to wash these?

Before the first wash—probably before the first wear too—rinse them by hand in a sink or tub in cool water and wring them out to remove excess dye. For normal washing, depending on the size of the load I use either the normal setting (larger load) or casual setting (smaller load). I had no issue with color bleeding after a pre-wash wringing. Since they're handmade and have many adjustable strings, I don't put them in the dryer so as to avoid excess wear on the stitching and ties. I hang dry them by draping each leg over a clothes line or shower curtain rod. They air dry very quickly.
