What's the difference in the 2 chair options? They both look the same yet one offers a bit cheaper price tag.

There is no difference, except price. A weird phenomenon. The seat size is the same for both. I ordered the cheaper one and my seat size is 20x19.3.

Is this chair suitable for a high top desk?

I use a workbench as my desk and at it's lowest position it measures 31.5 inches high (about 2-3 inches higher than most standard computer desks and office / dining room tables). The chair, at maximum height, is very slightly (.5 inches or so) too high and I need to lower it to achieve that 'just right' height. Unless your desk is 33+ inches high (which is more or less entering 'standing desk' territory), you should be fine.
