Is this product sturdy enough to hold a tom tom?

No, tom tom is too heavy. Eventually, can't hold the device.

Can i use this to attach a 7 lb monitor to a vesa stand? my portable monitor does not have any slots on the back so i can't use a vesa stand directly.

No. These strips aren’t designed for an item weighing that much. You will need a bracket.
