Can this cement be used when masonry/existing pointing to be repaired is damp?

As long as it’s just damp should be ok.

How many paving slabs will one tube grout please?

It would be an expensive way to grout paving slabs. I’d estimate you might, at best, do 2 or 3 600x600 slabs with one one tube. I think there are cheaper ways to grout paving.

Could I use this to secure stainless steel hollow sphere/ball to garden brickwork or rockery to prevent theft ?

I wouldn’t be confident recommending this product for that purpose.

How likely is it to be able to drill into it once it's set? My outside tap hole in wall was botched too big a hole for 1 of 3 screw holes to work
