how high are they ? i need 3.2 metre height

As per description these staircases are suitable for maximum height up to 2.8 mtrs

Can the step be shorten to 400mm

They come as a standard width of 700mm however if you will shorten them professionally to 400mm it should be fine

Is this staircase suitable for outdoor use i.e. attached to high level decking?

The wood isn’t pressure treated or sealed for outdoor use. Personally I wouldn’t use the stairs outdoors.

Can these fold back to the wall to save space

No, it can not. Those are fixed staircase
