Used this Neutrogena product for years; has salicylic acid in it for an effective, deep clean, with subtle peel when used daily. This action is what what helps to minimize pimples - but, you have to use it daily! Coupled with a face brush, it's a deeper clean that causes the skin to regenerate, avoiding the issues you mention. Set my teens up with it and we all have healthy, clear, skin. Good luck!

Is this product safe to use twice a day in the morning and at night?

You should probably check with your dermatologist or doctor, but I haven't had any issues using it twice a day. I also use a moisturizer because I don't want to dry out your skin.

Very effective

This is not a wash I would recommend for every day, unless you have extra oily skin, as this wash does a great job of removing oil build up. I use this wash 1-2 times a week, or if I'm removing makeup. It's very effective, and doesn't irritate my sensitive skin.
