Does it come off easily? Also does it smudge?

It does not smudge once it’s dry and it comes off with makeup wipes but it does last all night

How is it powder if it looks like a regular liquid liner except glittery

Never bought this before but I use my eyeshadows as eyeliner sometimes.... it might come out liquid and dry as powder like senegence makeup is with their eyeshadow.

Can it be used as lipstick?

No it can not be used as lipstick. The glitter is not smooth. The consistency is almost like a glue glitter stick. I do get a lot of compliments on it as an eyeliner, yet it can peel off if not applied carefully.
