Dormant, but will grow if given care.
It comes with no leaves but it does have roots, simply plant it and be patient, it should start budding once its comfortable, it should take about 3 weeks for the first bud to form.

Is just a stick with dirt. No pot, not already budding, you will need to know how to make it into a bonsai tree.
