Yes can be refilled. This bottle has a foamer type pump on it and uses regular Hibiclens soap to refill.Do not fill completely full as the foamer top needs room.

Is this the regular Hibiscus foaming soap or is it a no rince hand sanitizer?

This is like all other hibiclens products that 'disinfect'. Sanitizer it is, and you don't need to rinse either. The only difference between this and other bottles is that its a pump sprayer that mixes in air as it pumps, so that foam is created, thats it...

Can this product be used witbout water? Looking for this to be applied on my son for before and after wrestling matches.
