Can someone please tell me if there are holes in the tray to allow water to run out

There are but too small for water to run out resulting in food getting hard and moldy.

Does it rust, and does it have a hook.to hang

It hangs by a cord and ring. It is plastic so you will want to protect it from raccoons and squirrels. Whatever means works best for you. The squirrels chew it and can break it if it is not protected.

No we never had a bird get hurt in ours. We had this for awhile now. One thing to know is that it holds a lot of food.
