It is not silicone but the box says it’s not rubber latex either so I would assume it some kind of thin vinyl

Can you provide proper installation manual

You do not “install” this male external catheter, you “apply” it. The catheter is applied to the male penis in the same manner as a condom (so you need to be somewhat sure of the proper size to order). This condom catheter has an end which is then inserted into the end of a urine collection bag’s tubing.

how do you determine size?

You can get samples from a home health nurse. 26mm is the smallest, 28mm is medium, 30 is large. If you get one that is too large, it will slip off during use. It does have some adhesive so you hold it in place for a few seconds upon application. You also want to be sure the bag is properly positioned so it's weight does not pull the catheter off.
