How can it be rock hard and flexible at the same time as the description says? One or the other but not both?

It is really an amazing glue. I use it a lot. It’s very difficult to remove something once it dries. Rock hard. But the glue itself is also flexible, more like a rubbery substance, when it’s dry, and it holds amazingly well. So yes, it’s both.

will it wash off if I get some on my hands?

So far i have not gotten it on my hands, but maybe a tiny bit on my fingers and I would say yes.

is it heat resistant?

no, it will hold up to the heat of my phone, but not to the heat of soldering with a stone that's glued in
