Is it suppose to be damp or pretty wet? Mine seems damp but almost dry.

Mine were damp, not super wet. But definitely not dry either. Try sitting the container upside down for a few hours to let some of the medicine sink back into the pads that are closer to the top. It could have just settled to the bottom.

Can I use this to clean ears?

I would not, use standard ear cleaner and cotton balls.

Are wipes suppose to be a pinkish color?

Yes, this is the color of the liquid.
