No, this product is not designed to repel fleas.

Does this work for spiders

This is an insect repellant. Most people don't buy insect repellant with spiders in mind---mostly mosquitoes, etc. Read the description.

does it dry sticky? how strong is the scent after waiting to dry?

This is a great question! This product does not dry sticky, and because this product is unscented, you shouldn't notice a fragrance once it has dried.
