Does it cool the room with dry air?

No, it will not lower the temperature of the air. In fact, it might even increase the temperature by a few tenths of a degree, due to the fan motors generating heat. Water is an efficient conductor of heat. A 70 degree room with 70% humidity will "feel" warmer than a 70 degree room with 45% humidity, even though both rooms are the same temperature. Air is a terrible conductor. By removing moisture from the air, you lower the efficiency of heat transfer from the air to your skin. This makes you "feel" cooler, even though you aren't. You can use your stove as a good analogy for how humidity affects your perception of temperature. Put one of the burners on high, and let it heat up. Then, place your hand about a foot above it. Slowly lower your hand closer to the burner. Notice how it feels hotter the closer you get? That's not because your hand is changing the temperature of the burner. The stove top isn't getting hotter the closer you get to it. By changing the distance between your hand and the heat source, you're reducing the volume of air the heat needs to travel before reaching your skin. It "feels" like it's getting hotter, but it really isn't. Your body is just absorbing the heat more easily. You can think of humidity in the same way. 100% humidity means your hand is in direct contact with the burner, and your skin is feeling all of the heat. 0% humidity means your hand is so far away that you feel nothing. So no, a dehumidiefer will not change the temperature of a room any more than raising or lowering your hand over a lit burner changes the temperature of the stove top.

Has anybody tried setting this dehumidifier up in front of the AC intake, to spread dry air through the air ducts and all through the house?

A central AC unit will dehumidify much more effectively than this or any other solid state dehumidifier. Placing this in front of a duct would have negligible effect.

What are the deminsions? It says 4 inches by 4 inches by 4 inches....thant cant be right

Please clarify, will it power on right away when you attach the power coord or after a power outage when power is back? Does it have an on/off button?

It has an on/off button that blinks when it's plugged in, however when the on/off button is pressed (light tap) ON it will remain solid. I don't know what happens after a power outage, my guess would be when power is restored it would be off and the button will be flashing.
