What's the materials of the straps?

They feel like rubber, I'm returning the pair I received

True to size or should I buy one size up?

Yes. I feel that they are true to size

Are these non-skid? I offshore fish and wonder if they will leave black scuff marks on the boat?

Mine fell apart in my hands before I wore them. So it is safe to say they probably won't last long enough to leave scuff marks on your boat.
