I have purse with leather French, and I want it to add length to it. Would this be soft enough for loose fringe on a purse?

I think so. I used mine to wrap hatchet and knife handles ( to make it easier to grip them). I think fringe is usually somewhat flat. You might want to cut the 3mm leather into strips ?
