Does it work with the xbox one?

Yes, as long as you have the 3.0 version of the game. This will NOT work with 1.0 or 2.0.

Does the Disney infinity 3.0 edition starter pack already come with "toy box?" And this is just an expansion to that?

The Speedway game is an expansion to the Toy Box. If you want the generic Toy Box you will need to download the regular game or use the CD that comes with the starter pack

Is this for Xbox 360?

To be clear, this works with the Disney Infinity 3.0 (and up, with patches... ) Edition, on all systems for which that was made, including: X-Box 360, X-Box One (X), PS3, PS4 (Pro), and Wii U, so long as you also have the appropriate Disney Infinity 3.0 (... ) console version, for which this essentially “downloadable content” (DLC), to be used with the Disney Infinity pads that allow it to be a “toys to life” game, onto which one can place Disney Infinity (up to 3.0, etc.) figurines (“toys”), which “come to life,” in the game you’re playing (e.g., this Toy Box Speedway expansion game), using any of the above-listed consoles, along with the larger Disney Infinity 3.0 program, with its “Toy Box (Experience).”

The Disney Infinity program can be bought separately, or with a “starter pack,” which usually come with physical copies of the larger “game,” two figurines per set, and pads that connect to any console, in order to use your (otherwise sold separately) figurines, to play those characters, in the various games included — or bought separately, like this Toy Box Speedway game — with the Disney Infinity Experience/base program.

Now that online support for Infinity is ended, if I picked up this expansion would it still be accessible and playable?

Yes.  You just will not be able to play with other players online.
