Why is this $70?! Is there another option? Almost same price as the litter box.

It’s available on their website for $29 (+tax+shipping). I just purchased these 3 days ago. Total price came to around $42.

How often do you change all the litter? Every time you clean the liner?

We only have 1 cat so change all the litter about every 3 weeks. We spray the liner, which is very heavy, with disinfectant and reuse it 2 to 3 times. Best system we have used!
